General Access

MOID is available to authorized users, including current staff of the International Monetary Fund (“IMF”) and The World Bank Group (“WBG”), and a limited number of approved external users. MOID is not publicly accessible. Approved external access is granted on a case-by-case basis and does not imply authorization for onward dissemination, publication, or commercial use.

Purpose and Scope. The Monetary Operations and Instruments Database (“MOID”) provides descriptive information on central bank monetary policy operations and instruments, compiled for analytical, research, and internal operational purposes of the International Monetary Fund (“IMF”). MOID is not intended to provide legal, regulatory, or policy advice, nor to represent authoritative or official positions of any central bank or other authority.

MOID is accessible to the Authorized Users via the "Joint-IMF-World Bank Library Network" under "Databases". MOID is organized under several functions, to include database query, standard reports, and visualization. The Query tab enables searches across countries, income and reginal groups, and other specific categories. The Standard Reports tab provides access to the complete survey responses for countries. The Visualization tab is a suite of standard graphical representations which aggregate the responses of predefined questions across specific categories. Reports can be exported in .pdf, .xls, or .csv files. All information, data or report accessed or otherwise made available through the MOID shall be referred to herein as Content, and access thereto shall be subject to the Terms and Conditions of Use outlined herein.  

Terms and Conditions of Use

License

By accessing the MOID, you represent and warrant that you are an Authorized User and agree to use the MOID and Content in accordance with the Terms and Conditions of Use outlined herein. 

Data Sources and Collection Methodology. Information in MOID is compiled using a combination of (i) publicly available information published by central banks and other official sources, and (ii) internal expertise and institutional knowledge gained through IMF operational engagement. For the current edition, initial draft responses are generated using automated and artificial intelligence–based tools applied to publicly available materials. All such draft responses are subject to human review, validation, and quality control by IMF staff prior to inclusion in MOID.

The IMF hereby grants to the Licensee a nontransferable, non-exclusive license to use the Content for the purposes outlined herein for the earlier of (x)10 years, or (y) the end of the authorized user’s employment relationship with a Contributing Organization, provided that: (i) Title and ownership rights in the Content are and shall at all times remain with IMF; (ii) Licensee may not sublicense, assign, or transfer the license, in whole or in part; (iii) The Licensee shall use the Content exclusively for the internal business uses of the Licensee’s Contributing Organization, including, without limitation, incorporating the Content in internal communications, reports, memoranda, or newsletters for distribution to other employees of Licensee’s Contributing Organization; (iv) Any use not expressly authorized herein shall be prohibited without the explicit written consent of the IMF; and, (v) Licensee may not sell, distribute, copy, or republish the Content contained herein, except as expressly provided herein. Users may not reproduce, redistribute, publish, or otherwise make MOID content available to third parties outside the scope of their authorized access without the prior written consent of the IMF.

IMF represents and warrants that it has the right to grant license for the Content. The foregoing represents the only representations and warranties made by the IMF, and the IMF hereby disclaims all other representations and warranties, whether express, implied or statutory, including without limitation, the warranties of merchantability and fitness for a particular purpose or use, any representation or warranty that the Content or information is complete or accurate or that the MOID will operate error-free or without interruption. The IMF does not endorse the accuracy or reliability of any Content or information provided in the MOID by third parties, or of any information in third party websites and publications that may be referred to therein.

Use of Automated Tools and Limitations. While the IMF applies reasonable efforts to verify and validate information included in MOID, the use of automated and artificial intelligence–based tools may result in inaccuracies, omissions, or outdated information. The IMF does not guarantee that MOID is error-free or fully up to date and assumes no responsibility for reliance placed on the database by users.

No Endorsement or Approval by Source Institutions. Inclusion of information in MOID does not imply endorsement, verification, or approval by any central bank or other authority referenced. Source institutions are not responsible for the content of MOID and bear no liability for its use.

The IMF disclaims all liability to any person for any loss caused by errors or omissions in the MOID, the Content or any other information or materials accessible through the MOID.

In the event of a violation of these Terms and Conditions of Use, or of errors or problems while the MOID, the Licensee shall promptly notify the IMF at: MCMMOID@IMF.ORG. The IMF accepts no responsibility with regards to any errors or problems and may, at its discretion, seek to correct any such errors or problems. 

Corrections and Updates. The IMF reserves the right to correct, update, or remove content from MOID at any time. Authorized users may notify the IMF of potential inaccuracies; however, the IMF is under no obligation to incorporate suggested changes.

The IMF reserves the right in its sole discretion, without notice or obligation to take the needs of any Licensee into consideration, to modify or terminate the MOID and to deny access thereto. IMF further reserves the right to modify these terms and conditions from time-to-time, in its sole discretion, effective upon posting a revised copy on the Homepage of the MOID, and any use the MOID thereafter shall constitute Licensee’s acceptance of such modification.

Relationship to IMF Terms of Use. Access to and use of MOID are subject to the IMF’s general Terms of Use, as applicable. In the event of any inconsistency between these Terms and the MOID Legal Notice, this Legal Notice shall govern with respect to MOID.

Copyright Notice

The Content and other materials contained in the MOID are protected by copyright with the copyright held by the IMF. The IMF claims and shall retain all copyright in the collection and classification of the Content and other information into categories and the layout, appearance, markup and the look-and-feel of MOID.

Distribution of the pages contained the MOID through the Internet does not constitute consent to any use of this collection or parts thereof for commercial redistribution. Any third-party materials linked through third-party websites may be protected by copyright and are subject to the conditions of use of such third-party websites.

Fair Use 

The following general policies apply with regard to “fair use” of materials in this collection: 

  • Except as outlined herein, all rights are reserved. Creating links to the MOID is not freely permitted.

  • The IMF does not authorize photocopying and distribution of search results from the MOID, other than for internal use, whether it is in paper format or in electronic format, without permission from the Monetary and Capital Markets Department of the IMF. The IMF collects personal information on the MOID is solely for the purpose of registration to access the MOID. The IMF does not obtain any personal information without users’ explicit consent. The IMF does not distribute, sell or rent any personal information collected via the MOID. The IMF may contact users of the MOID from time to time only with respect to access or improvements to the MOID; the IMF will not otherwise send unsolicited emails to users of the MOID. The transmission of personal information entered via the MOID is protected by security features.

Preservation of Immunities

The IMF, its property, and its assets, are immune from every form of judicial process. Nothing herein shall constitute a waiver of these and other privileges and immunities of the International Monetary Fund, which are specifically reserved.

Applicable Law; Jurisdiction 

The terms of use outlined herein will be interpreted in accordance with the laws of the District of Columbia, United States of America.  Any dispute or claim (including non-contractual disputes or claims) arising from the provision or use of, or access to, the Content, the MOID shall be finally settled under the Rules of Arbitration of the International Chamber of Commerce by three (3) arbitrators appointed in accordance with the said Rules. The arbitration shall be decided according to the terms of this Agreement and the place of the arbitration shall be Washington, D.C. The language of the arbitration shall be English.

  • ECCU (Members of Eastern Caribbean Currency Union) include: 
    Anguilla, Antigua and Barbuda, Dominica, Grenada, Montserrat, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines.

  • EMU (Members of the European Economic and Monetary Union) that have adopted the euro include:

    The CBLD includes the most recent central bank legislation as of December 2020, to the extent that the respective central banks have submitted this to the IMF for inclusion in the CBLD.

Sources 
The primary sources for the Monetary Operations and Instruments Database (MOID) are official central bank publications, including monetary policy reports, operational frameworks, legal and policy documents, and other information available on central bank websites.

The database is constructed using publicly available information, supplemented where necessary by internal IMF knowledge. Earlier versions of the MOID relied on direct survey responses from country authorities, while the current MOID is compiled in-house using AI-assisted methods with validation provided by central bank authorities. This validation allows for corrections, clarifications, and country-specific updates.

Methodology 
The MOID supports the IMF’s mandate to collect and exchange information on monetary and financial systems and forms part of its broader data and knowledge-sharing initiatives.

The MOID is a structured survey-type database covering central banks’ monetary policy implementation frameworks, including institutional arrangements, policy objectives, operational targets, monetary instruments, collateral frameworks, liquidity management operations, foreign exchange interventions, emergency liquidity assistance, and communication practices.

The database is organized using a standardized framework across more than 200 fields, ensuring consistency and enabling cross-country and over-time comparisons. The 2026 update represents a transition from questionnaire-based data collection (used in surveys since 2008) to an AI-assisted methodology. This approach applies structured prompt engineering to extract and generate responses from official sources at scale, improving consistency and reducing the reporting burden on country authorities. 

A multi-layer validation framework underpins the database. AI-generated responses are cross-checked against source documents and reviewed using internal expertise, with metadata recorded for traceability (including source references, publication dates, and contextual notes). As a final step, all responses are validated by the respective central bank authorities, ensuring accuracy, accountability, and country ownership of the information contained in the MOID. 

For countries participating in monetary unions, relevant regional operational frameworks are incorporated to ensure comprehensive coverage.

Searchable 
The MOID covers a broad set of IMF member countries, including advanced, emerging market, and low-income economies, as well as monetary unions. It provides detailed information on monetary policy implementation frameworks, including institutional arrangements, instruments, collateral frameworks, and liquidity operations.

Regulatory Library 
The MOID includes a repository of regulatory and policy documents used to compile the database, sourced from official central bank websites. These documents support transparency and verification of the underlying information.
